Joint Base San Antonio, combining Lackland, Randolph and Fort Sam Houston, is the largest single military installation complex in the Department of Defense, supporting somewhere around eighty thousand active duty, reserve and civilian personnel. Brooke Army Medical Center is one of the largest military medical facilities in the country and a major teaching hospital, giving this city a military health footprint no other metro carries. USAA is the largest private employer at roughly nineteen to twenty thousand people locally, and its entire reason for existing is serving military members and their families. The cybersecurity cluster grew out of the Air Force presence and now ranks second in the nation for concentration. Healthcare and biosciences employ better than one hundred eighty thousand people across the metro, close to one in five workers.
So an unusually large share of this workforce can answer the question of who they serve in one sentence, and mean it. That is a genuine advantage. Most employers in most cities would trade a great deal for it.
Here is how it goes wrong. When the mission is that emotionally strong, it becomes tempting to use it as the answer to everything. Somebody raises staffing levels and hears about the people we serve. Somebody says the workload is unsustainable and hears about sacrifice. Somebody asks about pay and gets reminded what this work means. None of those responses are lies, and every one of them ends the conversation rather than answering it.
The effect is that it becomes socially impossible to say the job is too hard without sounding like you do not care about veterans, or patients, or families. So people stop saying it out loud and start saying it in an exit interview instead. Mission used that way does not motivate anyone. It just makes honesty expensive, and it burns out the people who believe in it most, because they are the ones least willing to be the person who complained.
A leader in this city has to do something harder than invoking the mission. They have to hear the complaint on its own terms first, and only then talk about why the work matters.
