Here is the habit that fails in that room, and nearly every supervisor in America has it. Give the instruction. Ask if there are any questions. Receive a nod. Move on.
In a multilingual team, a nod very often means something else. It means I heard you, I am about ninety percent sure I have it, and asking you to repeat that would make me look slow in front of people I want to respect me. That is not a comprehension problem. It is a dignity calculation, and it is completely rational. The person doing it is usually one of your more conscientious employees.
The fix is a specific change in wording and it costs nothing. Stop asking whether people understood. Ask them to tell you what they are about to do. That moves the burden off the listener admitting confusion and onto the speaker confirming clarity, and it removes the dignity cost entirely. In a hospital or on a plant site that is not a communication nicety. It is a safety practice, and Houston is the American city where it matters most.
