When everybody’s job is a handoff, blame lands on one person and credit disappears into the chain.

Laredo runs the busiest inland port in the country, and the way that work is structured creates a leadership problem that shows up in hospitals just as much as on the freight corridor.

Roughly a third of all local jobs sit in trade, transportation, warehousing, customs brokerage, or the public sector roles that support them. Transportation and warehousing alone employs better than eighteen thousand people in Webb County, and health care and social assistance is close behind at over seventeen thousand. More than a hundred customs brokers and hundreds of freight forwarding firms operate here. Four international bridges and a rail crossing connect the city to Nuevo Laredo, with the World Trade Bridge carrying commercial trucks only. Laredo ISD and United ISD, Laredo Medical Center, International Bank of Commerce, H-E-B, and Texas A and M International University fill out the region’s largest employers.

Almost every one of those jobs is a link. A driver brings a load. A broker clears the paperwork. A warehouse receives, sorts, and releases it. Nobody who touches the freight sees where it ends up, and the person at each step depends entirely on whether the person before them did it right.

Two things follow from that structure, and both are corrosive if nobody names them. Blame concentrates, because when something goes wrong the failure can be traced to exactly one link. Credit disperses, because when everything goes right, no single link can claim it. Rational people respond by protecting themselves at the handoff rather than by making the whole chain work.

So in handoff-heavy operations, the quality of the handoff is the actual work, and almost every organization measures the individual link instead. The fix is to make what happens next somebody’s business. Ask people what the next station needs from them rather than what their own step requires. Recognize a clean handoff out loud. And when something breaks, resist the instinct to find the link and instead look at what the handoff itself was missing.

This is the same problem health care has at shift change, at transfer of care, and at discharge, which is exactly where patients get hurt. The vocabulary is different and the structure is identical.
