Both are common. Both are ways of protecting yourself at your team’s expense.
The third way is harder and it is the one that builds trust. Explain the reasoning as honestly as you understand it, including what you do not know. Own the part you actually control, which is how it gets implemented here. Be straight that you raised concerns if you did, and what happened. Then execute it properly anyway, because that is what being in the middle means.
People do not need their leader to have written the policy. They need to know their leader told them the truth about it and pushed where pushing was possible. That combination is rare, and it is most of what separates a manager people follow from one they merely obey.
