Naval Station Norfolk is the largest naval base in the world. Norfolk Naval Shipyard is among the largest employers in Hampton Roads and runs a four year apprentice program. Across the water, Newport News Shipbuilding is the largest industrial employer in Virginia with more than twenty five thousand workers, including third, fourth, and fifth generation shipbuilders, and its Apprentice School has been running since 1919 with four, five, and eight year apprenticeships across nineteen shipbuilding disciplines. Notice what those numbers say. An eight year apprenticeship is an admission that the knowledge cannot be transferred quickly or in writing. A structural welder working inside a hull learns from someone standing next to them who has done it for twenty years and can tell by sound and feel when something is wrong. That judgment was never in a manual and it never will be.
Which creates a specific exposure. When a master tradesperson retires, decades of accumulated judgment walks out with them unless it was deliberately handed to somebody. Most organizations do not measure that. They measure a senior person’s own output, which means the most valuable thing that person could be doing, making three other people competent, is invisible on every report the company runs.
There is a second effect that matters just as much for retention. In apprenticeship work, people stay for the person teaching them. An apprentice who feels genuinely mentored will endure difficult conditions and mediocre pay for years. One who feels like unpaid labor leaves the trade entirely, and the industry loses them permanently rather than to a competitor.
So the leadership move here is making teaching an explicit, recognized, evaluated part of a senior person’s role rather than something generous people do on their own time. The yards that treat mastery as something to be passed on are the ones that still have it in fifteen years.
