In both of those worlds, an individual signs. A licensed technician puts their name on an inspection, and that signature carries their personal certification. A nurse charts and administers under a license that belongs to them, not to the hospital. If something is wrong later, the organization has exposure, and so does the person, separately and by name.
Leaders forget this constantly, usually with a sentence that sounds harmless. Can we get that released today. Is there any way to move this along. Just sign it and we will sort the rest out. What that person hears is a request to put their livelihood behind your schedule, and they will remember who asked long after the deadline stops mattering.
The reverse matters just as much. If someone carries personal accountability, they need authority to match it. A technician who can be overruled on a release, or a nurse who cannot stop something they are signing for, has been handed liability without control, which is the most corrosive arrangement in professional work and a reliable way to lose exactly the people you most need to keep.
So the leadership standard here is simple to say and hard to hold. Never ask someone to sign something faster than they can be sure of, protect them completely when they say no, and make sure the person with their name on it also has the authority to stop.
