Why Chris Fits San Jose

San Jose spent four decades perfecting a way to keep people without ever having to persuade them, and it worked so well that a generation of managers here never learned the other method.

Cisco is headquartered in the city with roughly fifteen thousand people in the area. In the technology half of that list, staying has a financial structure attached to it. It works, and it is a rational answer to competition for scarce engineers. But it means a leader can hold a team together for four years without ever giving a single person a reason to stay.

Two things follow from that, and both of them show up in the room. The first is that the financial hold always loosens eventually. Grants finish, the refresher comes in smaller, the market cools. People rarely leave on the day the money changes. They leave the first time something else goes wrong, and by then the leader finds out exactly how much was built underneath and how much was purchased.

The second is bigger. The other half of San Jose’s workforce was never inside that mechanism at all. The nurses on those hospital floors, the medical assistants, the county staff, the teachers, the security and facilities and food service crews working inside those same campuses, all live in the same housing market with none of the same instruments. There is no vesting schedule for them to wait out.
