New York has one of the highest union membership rates in the country, running at roughly twice the national average. In a lot of organizations here, pay scales, staffing language, and schedule rules are settled at a table the unit manager never sits at. The honest effect of that is a manager who concludes there is nothing left for them to do, since every lever they can think of belongs to somebody else. That conclusion is wrong, and it is expensive. A contract governs the terms of the job. It has never once governed whether a person feels respected on a Tuesday night, whether their supervisor keeps a promise, or whether anyone says thank you when the shift was brutal. That is the whole space this session works in.
The other thing worth naming is that New York is really two labor markets sharing a name. Downstate, an employee has dozens of employers inside a subway ride and no reason to move house to change jobs. Upstate, a hospital may be the largest employer for forty miles and the competition is not the place across town, it is whether the person leaves the region entirely. Advice built for one of those is close to useless for the other, so the session is built for the room in front of it.
