The rulebook already decided almost everything you might have used as a reward.
In most towns a supervisor who wants to recognize good work has options. In North Platte, a lot of those options were settled long before that supervisor took the job.
Bailey Yard is the largest railroad classification yard in the world and it has been operating on this ground since 1866. Union Pacific employs more than twenty six hundred people in North Platte. Roughly one hundred thirty nine trains and better than fourteen thousand cars move through every day, with about three thousand of them sorted over two humps at a rate of four cars a minute, into one hundred fourteen bowl tracks. Great Plains Health is the second largest employer, a regional hospital serving a wide stretch of west-central Nebraska. Add the Walmart distribution center, Mid-Plains Community College, North Platte Public Schools, Lincoln County, and the City of North Platte.
Now consider what a frontline leader in that yard actually controls. Not pay. Not which job someone holds, or which shift, or which assignment, because seniority and an agreement settle that. Not who gets called and when. Not promotion, since years of service answer that question before merit gets asked. A supervisor can want very badly to reward the person who worked hardest last week and find there is no mechanism available to do it.
The same shape shows up across town in different clothes. Clinical roles carry licensure requirements and fixed rotations. The distribution center runs to standards set by a network somewhere else. Public sector pay sits on a published schedule. In a lot of North Platte, the levers people assume motivate a workforce are simply not in the building.
There is a second thing worth naming. The yard never stops. It does not have a season, a quarter close, or a natural pause where a leader might reasonably gather people and say something. Continuous operations quietly remove the moments when recognition would normally happen, so it has to be created on purpose or it does not happen at all.
Which leaves the thing that was always doing most of the work anyway. Whether people believe their effort is noticed. Whether the person leading them is worth working for. Whether they are spoken to like adults on a night when the work is hard. Those cost nothing, they sit outside every agreement, and they are fully within the control of a supervisor who has almost no other levers left.
North Platte just makes it obvious. Most leaders everywhere are relying on tools they do not really have and neglecting the ones they do.
Chris runs national healthcare staffing organizations and has keynoted state association conferences in eleven states, including LeadingAge Illinois and health care associations in Iowa, Montana, South Dakota, and Colorado.
