Your people have been through this before. They are not going to believe you the first time.
Casper has run the same cycle enough times that holding something back has become the rational thing for a worker here to do, and most leaders read that as a bad attitude.
This is Wyoming’s second largest city, around fifty eight thousand people, and it has been called the Oil City for a century. Energy is the identity and the payroll, through extraction, refining, services, and pipelines, with Sinclair, Halliburton, Little America Refining, and the services and equipment firms around them, along with Wyoming Machinery. Banner Wyoming Medical Center anchors health care as a county hospital serving a very large stretch of central Wyoming, with Community Health Centers of Central Wyoming and Central Wyoming Counseling Center alongside it. Natrona County School District and Casper College employ thousands more. Interstate 25 and a set of federal highways meet inside the city limits, which is why dozens of trucking operations run out of here, and Natrona County International carries a foreign trade zone.
Anybody who has worked in this town for twenty years has watched the same sequence more than once. Prices climb, hiring is frantic, people move here, houses get bought, and then it turns and a share of it goes away. That is not a Casper failing. It is what a commodity economy does.
What is worth paying attention to is what repetition teaches. After enough rounds, an experienced worker here learns a set of quiet rules. Do not overextend. Do not count on the bonus. Be careful about the training that only matters if you stay. Do not get too invested in a plan somebody announced at an all-hands meeting, because plans have a way of not surviving the next downturn.
Then a leader walks in with an initiative and a genuine intention, and gets a room of folded arms. The natural interpretation is that these people are negative, or resistant, or checked out. That interpretation is wrong and it is expensive. What is actually in the room is memory. They are not doubting this leader specifically. They are pricing in a pattern.
Which points at what the job actually is here. Do not promise anything the cycle controls, because you cannot deliver it and everyone in the room knows that better than you do. Promise the things you genuinely control, which is usually how people are treated, whether they hear the truth early, and whether the small commitments get kept. Then keep them, out loud, over and over, in things small enough that nobody would think to celebrate them. Credibility in a place like this is not won with a speech. It is accumulated, and one broken commitment resets it.
The upside is real. Trust earned against that kind of history is far more durable than trust given easily somewhere else, and the people here who decide you are worth working for will stay through a downturn to prove it.
Chris runs national healthcare staffing organizations and has keynoted state association conferences in eleven states, including LeadingAge Illinois and health care associations in Iowa, Montana, South Dakota, and Colorado.
